Powered land development assessment in Bulgaria
Powered land is a site proposition supported by defined rights and a documented power pathway. The label alone does not prove connection rights, energized capacity or data center readiness. APPAI Consulting helps assess whether site, power and delivery evidence support the next development decision in Bulgaria.
Discuss your requirementsA decision framework for site feasibility
Assess rights, grid access, buildability, cooling, connectivity and customer requirements together. For each item, record the source document, responsible party, date, unresolved condition and next decision. A positive result in one workstream does not close another: land control cannot establish electrical capacity, and power cannot establish planning permission.
| Workstream | Evidence to request | Decision it supports |
|---|---|---|
| Rights and access | Title or enforceable site-control documents and access rights | Can the project use the land and reach it? |
| Power pathway | Project-specific operator correspondence, scope, conditions and milestones | What supply can be pursued, by whom and subject to what conditions? |
| Planning and environment | Applicable land-use, permitting and environmental constraints | Is the intended facility use feasible? |
| Cooling and connectivity | Equipment requirements, heat-rejection options and carrier route evidence | Can the site support the intended workloads? |
Brownfield conversion: verify the reuse case
An existing industrial building may offer access, structure and installed electrical equipment, but reuse needs a condition survey and a new design brief. Check floor loading, clear height, fire strategy, cable routes, cooling space and the ability to maintain operations. Existing transformers or a previous industrial supply do not prove transferable rights or sufficient usable capacity for an AI facility.
Phasing: separate first delivery from future scale
Prepare a gate plan rather than a single ultimate-capacity headline. Identify what can be built, connected and commissioned in the first phase, what shared infrastructure must be installed early, and what later phases depend on. Record decision deadlines, responsibility for reinforcement works and the effect of delay on customer commitments and capital deployment.
Investment readiness and disclosure
A decision brief should separate confirmed facts, assumptions and conditions precedent. Compare development cost, connection works, schedule risk, demand evidence and operating cost before describing the project as investable. Public summaries may describe a region, stage and role sought; exact locations, contractual terms and counterparties require explicit publication authorization. This page does not list available land or an authorized investment offering.
